Creating new site before directing current site on another server to wordpress

I am wanting to move my domain from ipage to wordpress.com. Is there a way I can design the site on wordpress before directing the old site to move so that my site is not down for a period of time? Thank you.

Easy – Register the blog name you want to use here (your-blog.wordpress.com) – then set it to “Private”
Dashboard >> Settings >> Reading >> Only visible to those you choose
Then build your site, when the site is built, open it back up and map your domain name to the blog here. The mapping will replace your-blog.wordpress.com with your-name.com
