Creating Pages and Catagories

Hello,
I am new to the world of blogging and setting up blogs. I am confused with the pages/categories/posts portion in creating a menu. What I want is a blog that has 4 “main headings” at the top that when scrolled over reveal more “topics” that you can click on that will bring you to a page with various blog posts (but I want the posts to be condensed in such that they are not just long writing blurbs that people have to scroll through). The best example I can find online is something like Forever Amber has @ Forever Amber
If anyone has any ideas on how I can achieve this it would be GREATLY appreciated.

Right now I have all the “tabs” as categories and then made subcategories under it. Does this make sense?

Also help – I don’t understand how to link the primary menu categories with the post categories.
