Creating Second Domain

I have created my first blog (a dot com website) from hosting & domain service called resellerpanel.com & using wordpress.com platform to blog.
How do I create my second domain (a dot com)? I have “added the second domain link” from wordpress.com dashboard and it appears on my first website in blogroll column. I believe I have to pay only USD9.00/year..
How to go about it, is there any other charges and how do I create the second domain? Please help. Hope to hear soonest reply from you guys. Thank you.
