creating sub headings within or at the top of an existing main page

  I read the following blog: https://therosejournal.wordpress.com/rose-programs/
  At the top of their page they have many sub category ‘tabs’ – each containg pertinent information relevant to their blog.

  I would like to do the same thing on my blog: https://vanhatalosuomi.wordpress.com
  Can someone explain how to add those ‘tabs’ at the header!? I would really appreciate the help..
