  I want to create a new website but don’t want to do the mapping just yet, simply develop and create a website that will work for us. Is this possible?

  Hi,
  yes, it’s totally possible to create a website without a custom domain. You’ll be able to add an existing domain or purchase a new domain through WordPress later on.

  Something to note; you will only be able to map a domain you purchased elsewhere to an upgraded/premium WordPress.com plan. More on domain mapping on this link: https://en.support.wordpress.com/domains/map-existing-domain/
