Creating user accounts for individuals

  Hello, my group wants to create a site that allows users to post pics and text. So far no one is offering the ability to create users on the website and keep them from accessing each others accounts. I have found plugins but they apparently don’t have this capability. Does anyone know if WP Business, Enterprise or the self hosting WordPress.org offer this?
