creating websites with wordpress

  Dear WordPress members,
  I am new in wordpress and thinking about creating websites with wordpress.
  I have a few questions:

  1) where the site which I create will be hosted?
  Is it possible to create it using wordpress and then move it to my host server. Would it be a common practice or there is a better solution?

  2) Do I have a free access to all templates and features?
