Credit Card has been charged but did not receive the upgrade

Hi, i’m Heng. I just made payment to upgrade my wordpress website. When i proceed with payment I received an error stating that i’m not able to proceed due to payment issue.
However, when i checked my bank statement, i was charged USD48. -

it seems that there indeed was an error due to incorrect card data and so the purchase was canceled. If you still see a charge on your account, I’d suggest contacting your bank entity for more information.

By the way, may I know roughly how long will the cancellation/refund process will be done?

Since your order was never processed on our end and there was no actual purchase, we never issued a refund. Please contact your bank directly for this.

I just make the payment again but still same error happens and credit card was charged… Is there specific reason for it?
