The question is self-explanatory. I was just curious. Is it the rate at which posts are added on or the number of subscribers or clicks that makes a blog appear on my dashboard as ‘fastest growing wordpress.com blogs’?

The exact details about how these positions are determined are not share as doing do would lead to gaming of the system. Therefore the short answer to your question is “We don’t know”. If you want to increase traffic on any blog you increase the frequency of posting and that attracts more viewers. IMO it’s the increase in the number of views within a specific period of time that’s a determinant “fastest growing wordpress.com blogs”.
