Crossposting and cross commenting

First of all thanks for any help you can provide.
What I want to do is have a post from blog A, be posted to blog B.
Blog B will be an open forum so comments will not be moderated; however, all the comments from blog B will be placed in a moderation queue for blog A. So the blog A admin can choose which posts will be seen on his/her main site.
The big picture is to create a debate network, where people will have their own personal blogs that they moderate, but also have a location where people can debate freely without moderation that can create bias.

Sounds like you need your own WordPress-MU installation. As of now, i don’t think you can achieve what you want with wordpress.com.
