Crowdfund type site

  Hi. I have been asked to design a site and need some advice.
  Basically, the site needs to be like a crowd funding site but like this:
  1: People requiring funding can input their details and requirements. They can log in and edit these but cannot see other peoples funding requests, only their own.
  2: People providing funding can log in and see all the requests from people requiring funding and can then contact them either directly or through the site.
  Any ideas about how to to this or details of plug-ins or themes that can do this would be greatly appreciated.
