  I can see the tutorials for CSS, but is it considered an upgrade to actually be able and use it?

  Yes, to be able to make changes to the CSS, you have to purchase the Custom Design upgrade.

  Well, you can preview any time, but in order to make the changes live for your visitors, you do need to purchase the upgrade.
