Just a quick question, for me to be able to edit and add css style sheets do i have to upgrade my wordpress, the $99 upgrade that is shown on the sign up page at the bottom?

No. Every upgrade is individually priced as well and it makes no sense to purchase a bundle if it contains ugrades you do not need. Every upgrade is only for one blog and for one year when it will expire if not renewed.

How exactly can I purchase that css upgrade? I don’t see any “Buy/Upgrade” on wordpress

I don’t see a blog linked to your username and you failed to post the URL for the blog in question. Only those with free hosted WordPress.com blogs can purchase upgrades.
