  I plan on hosting my blog via DreamHost and I was wondering if once I do that I will be able to edit my CSS… or will I still have to purchase that option from wordpress?

  If your blog is independent you can fiddle with any aspect of the code you like, including the underlying CSS. If it’s not a WordPress.COM blog, you don’t owe WP.com anything.
