CSS and php conditional statement

I used CSS to blink comments:<div class=”Commfl”>
#comments” title=”View Comments”><?php comments_number(0, 1, ‘%’); ?> Comments
</div>What i want is modify it with IF statement to not blink (or doesn’t show Comments) if there is 0 comments
