CSS and php conditional statement

  Hi
  I used CSS to blink comments:

  <div class=”Commfl”>
  #comments” title=”View Comments”><?php comments_number(0, 1, ‘%’); ?> Comments
  </div>

  What i want is modify it with IF statement to not blink (or doesn’t show Comments) if there is 0 comments
