CSS Background not repeating

  I have not been able to get my background to repeat.

  I have looked a half dozen WP forums on this issue, but none have fixed it and the comments are closed. My html and css looks like this:

  <div id=”Layer-1″ class=”background center” >

  #Layer-1 {
  position: absolute;
  z-index: 1;
  width: 100%;
  min-height: 900px;
  background: url(http://www.byrdnick.com/wp-content/uploads/2012/09/seamlesstexture29_1200.png) repeat;
  }

  Any help is appreciated.
