CSS customisation upgrade

    I’m looking at changing the theme of my blog, but noticed when I went in and started looking at live previews on my site, I kept getting a message popping up saying I would need to purchase the Custom Design upgrade in order to make CSS customisations. I’m currently on the WordPress value bundle at $99 a year, which isn’t due to expire until November, and I have always been able to customise the CSS on this package, so I can’t understand why I’m being asked to upgrade.

    Can anyone shed any light on this?
