CSS editing

Hello!
I will like basically to ask if I can insert codes to CSS (so as to change colours, insert plugins for the design etc) even if i am using the free package instead of the Premium or Business Plans?
The blog I need help with is: (visible only to logged in users)

CSS is only with the paid plans:

You can add custom CSS to your WordPress.com blog using the CSS Editor in My Sites → Customize → CSS in your blog dashboard. Anyone can save and preview custom CSS on a WordPress.com blog, but you have to purchase one of our plans to make those changes live.
So you know, you have a typo in your About menu. It’s currently Clients and Paterns instead of Partners.

I have one more question. What about the plugins? I mean how can I insert new ones in my wordpress website, after downloaded on my computer?

WordPress.COM comes with a whole bunch of plugins as standard. You use those plugins you downloaded on a self-hosted WordPress.ORG install.
