Hi there,
Is your site hosted here at WordPress.com?
If it is, do you have a premium or business plan?
The css editor is only available to users with one of those plans.
If you do have a premium or business plan for a site hosted here at WordPress.com, please post a link to your site so that we can hep you with modify the css.

Hi @bakhtu, I don’t see any WordPress.com hosted sites associated with your username. If you are self-hosted, I would suggest creating a child theme so that any customizations you make will not be overwritten by a future theme update. Alternately you can use the Edit CSS function in the Jetpack plugin, or use one of the other Custom CSS plugins that will keep CSS changes from being overwritten.

Since WordPress 4.7, CSS can be added to the self-hosted version in Appearance > Customize > Additional CSS.
CSS will not be overwritten when a user updates. A plugin or child theme are not required.
