CSS files – Can I edit them to change Hemingway rewritten Site Title background

I’ve just saw today where in the CSS of Hemingway Re-written – where in the CSS I can change the the transparency of the Title background to be clear (NOT like the standard dark grey block that is standard with this theme).
timetheif is telling me I can post here as I have an ‘upgraded’ plan. She stated this:
“I acknowledged that you stated you had a free plan on the site. Howver, you cannot have a custom domain like http://slaterunsportsmen.com/ unless you have an upgraded plan. If you did not have an upgraded plan the URL would be a https://________.wordpress.COM URL.”I thought I had a ‘free’ account but she states otherwise above. (first point of confusion)
To my question though – I want to edit the CSS that would change the dark grey block that the site title resides in. I would like to make that dark grey background – clear – transparent.
I saw how to do this here:
https://cloudup.com/cwxI3lPPNgnI do NOT see in my dsahboard Customizer any CSS choice. If I saw it I’d click on it and start editing I think.
So, do I really have access to the CSS or not? I thought I just had the ‘FREE’ account to WP but as I said, timetheif seems to think I have an upgraded plan.

This was just addressed on the other forum. I have a ‘Personal’ plan – a free site or account and I think this does NOT allow me to then edit the CSS files to do what I am trying.

This leads my to ask though – can a Premium Account edit the CSS files or do you have to go to the ‘Business’ account to edit them?
