Hey so I’m super new to this, but I want to work on developing my website not using the themes that are given to me. If I want to work with CSS does that mean I have to upgrade in order to have full creative freedom? I’m trying to add three pictures where the header is. One on the left, another in the middle where the website title will be, and another on the right. Any suggestions. Thanks a lot.

Yes, to customize the CSS at wordpress.com, you need the custom design upgrade. It does not allow you to edit the underlying theme PHP script files though. You can only modify the CSS, and you have to work with one of the themes from your dashboard under appearance > themes.
There are two “blank canvases,” Sandbox and Toolbox, that give you a lot of freedom.
