CSS for Front Page – Featured Blogs Carousel

Is it possible to create a carousel-based or similar featured or popular blog posts using CSS or other technique for the front page?

You can make the front page of your site a static front page and then put a carousel into that for images, but if the theme does not have a post slider built in, you cannot add one via CSS. CSS is a styling document used by the browser to style and place existing elements of a web page. It cannot be used to add functionality.
I might suggest looking for a theme you like that has a post slider.

These are the only themes themes that have a featured post slider that you can use on a free hosted WordPress.com blog > http://theme.wordpress.com/themes/features/post-slider/
