CSS Help! Keep Header size the same for every Monitor?

Hey there guys :D I just built a site using OptimizePress, but I can’t seem to figure out how to get my Header Background to align properly with different monitors that I view it on.
I understand it adjusts itself based on the dimensions of the screen you’re viewing it on, which kinda makes it difficult because if you view it on an iPhone, you’ll only see a tiny portion of what’s there, and so forth. I’ve tried rebuilding my Header image several times to make it fit different dimension sizes. I’ve added padding, added vertical spacing, and pretty much tried everything I can think of for hours and hours, but I can’t seem to get it to adjust correctly.
Is there any workaround for this to make it so it can be viewed the exact same way no matter what monitor you’re viewing it on?
I’m not too familiar with CSS editing, but I assume this will have to be taken care of with CSS?
Any help would be great, thanks guys! :D
tl;dr I need to figure out how to make my Header Background compatible with any dimension of a monitor.
