CSS ID "GoToTop" Buttom behaviour as the WP "GoToTop" buttom in admintopbar ?

Hello,
1 – is there a way, with just CSS, to make the ID- GoToTop buttom I have in my site to be visible only after a certain amount of scroll in the home, a page or post – all over the site- (as the wordpress GoToTop buttom in the admin top-bar does) ?
2 – When i press my GoToTop buttom it jump to the top, but it does without any transition. Is there anyway, just css, to make the jump to top smooth, as when using the wordpress topadmin buttom?

I’m afraid I can’t see a way to do either of these things purely in CSS. It would be possible using javascript, which is how you might have seen it implemented on other sites, but seeing as that is not an option here I think you might be out of luck. If anyone else has an idea though I’d be interested in hearing it.

I’ve done some research and also tried a couple of longshots, and can’t get it to work. This functionality would require jQuery or Javascript, and those are not allowed here at WordPress.com at this time.
