In the latest version of Android, 5.0, if you install the Chrome Beta app on a Android phone running the latest version of Android, you will see that the status bar of Android will change colours along with the website.

Hi there, this is not something that can be done via CSS. It would require editing the theme files themselves, and we cannot do that at WordPress.com.
