CSS Not consistently working

On all my sites and the WordPress admin pages etc, the CSS is working inconsistently. I often have to refresh multiple times to see my page as intended. I am using standard templates with no alterations. I do not think it is a CSS problem. If there is something you need to fix on your side, please do because this is very frustrating. If it is my problem, please let me know what the problem is. Also, I cannot update the site using your editor (also because of the CSS issue (I believe)) because that page does not render correctly either. I can only add or edit posts through an external program (Windows Live Writer). I have updated my JavaScript and Flash Player. I attempted to load my website on Firefox, Chrome and Internet Explorer. The problem was present in all three browsers. Please tell me if there is something else I can do. If the problem persists, I will have another blog website and I would hate to do that because I love WordPress. Thanks.
