CSS not rendering remotely

I tried to search this topic out but couldn’t find anything on here so forgive me if this has ever been covered. Ok, so what I did was installed WP 2.6.2 on my IIS 5.1 webserver. I am the site admin. I set it up and configured it all, works great when on the webserver pc(i.e. http://localhost/blog/)– everything looks great. However, when accessed from another pc on this network (example: http://192.168.1.103/blog/) none of the CSS is applied. I can post an image if it is needed, but I think you know what I mean by the CSS not applied. Page shows up as plain html. Since I am very new to WordPress, can you give me any ideas on why this would happen? Oh, on the remote pc it happens in both IE 7 and FireFox 3.0.2. Any ideas? Thanks for any help you can give me. I really appreciate it. Let me know if you need me to tell you anything else. I tried to be somewhat specific. Thanks again.
