CSS restrictions lifted, even though it still is a FREE plan.

I just want to understand what is going on here. I have several wordpress.com FREE PLAN blogs (on a different account). As is normal with a free plan, I couldn’t customize CSS globally. I always got that message saying “Upgrade!”.
But now — even though I still am on a free plan — that restriction has been silently lifted for SOME of my blogs (I checked on different browsers). I am now able to customize CSS globally and other stuff, but I still am on a free plan, never paid for an upgrade!
Does anybody know what is going on?

Lucky you if that is the case. But are you positive you an PUBLISH those changes you make without being prompted to upgrade?

It says I’m still on a FREE plan (I have never payed anything), but when I customize the CSS globally, it does not prompt me to upgrade, and the customizations I make work/stick. I test my blogs on other browsers (logged out) and phones. It’s just the global CSS customization that is no longer being restricted.
I wanted to know why this is happening and why only to some of my blogs, but not to all (all use the same theme).
