CSS Styles aren't pulling correctly

I’m working on my client’s WordPress site (using a customized TwentyTwelve child theme) and am trying to create a page with alternating color bands for the background (see my page mockup here: https://wesakaplan.files.wordpress.com/2014/10/page-layout-mockup.jpg).
I’ve tried creating a custom div, but the site doesn’t seem to recognize it or it doesn’t pull from the CSS correctly…
I create a new css class:.BlueDiv { background: #000099; border-radius: 1px; border-top: 5px solid #0E088F; border-left: 1px solid #000A55; border-right: 1px solid #000A55; border-bottom: 1px solid #000A55; padding: .5em 2em; }and then add the html on-page:
<div class="BlueDiv"><h3><em>Header Header Header</em></h3> </div>But the background color doesn’t change. I’ve updated the style.css, cleared the site’s caches, etc. – but the added class doesn’t appear to work.
Any suggestions?

Hi @wesakap, if you are working with a child theme you are using WordPress but you are not hosted here at WordPress.com. For self-hosted WordPress sites such as the one you are working on, I would suggest asking for help in the WordPress.org Twenty Twelve theme forum, or in the WordPress.org Themes and Templates forum.
