CSS Styling Issue

  Hi everyone my website https://tinyurl.com/y3aul8lk is having an issue with the CSS styling intermittently losing it’s style and displaying a blue bar?

  I use DIVI builder, with multiple plugins, and it seems to just come and go, would anyone be able to help me?
