CSS unavailable on my blog.

Hello there, I was debating whether to post this here or in the Questions forum, I guess here will do for now.
My problem is that I have just finished installing wordpress on my server and I used TOR to look at it from an external IP for testing (because I cannot, of course access my own blog through my public IP) and the CSS sheet seems to be missing though all is well when I look at it locally (i.e when I open the blog through my 192.168.2.* address. ). I was wondering if this is a roaming issue, this has happened to me in the past and I guess I just let it drop and moved on. How can I fix this ?
