  If I upgrade my account with the CSS, can I use a different custom theme like the ones on Alex Kings website?

  WordPress CSS Styles

  I don’t want to part with any cash until I know I can do a complete overhaul on my blog!

  Are those themes just for WP.org users?

  No. You can only customize the themes shown under presentation > themes.
