CSS upgrade?

  I was told I will need to purchase “the CSS upgrade,” in order to create a blog with a width wider than what is offered by the default templates.

  Is this true if I am using WordPress at my webhost as well or can I edit that freely? I noticed it is available in Fantastico and I would rather use WordPress than change to something else since I have some experience with it.

  Pointers to tutorials, documentation, etc, that will help me out would be appreciated.

  The CSS upgrade ONLY applies to blogs hosted at WordPress.com. Blogs hosted elsewhere using WordPress software may be modified without the upgrade.
