Current user for blog lost

We have a blog for which the user connected is not known.
The person creating it is not capable to hand over the login details.
How do we change user being owner of a blog? -
You can’t because you do not own the blog.
Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and associated email address. You need to contact the blog’s owner and have him transfer the blog to you or at least make you an official user of the site.
Below is what the blog’s owner must do.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog and purchased upgrades to renew them or transfer the blogs and the upgrades to another username account.
To transfer a blog from one username account A to another username account B you must first log in under the username account A that owns the blog you want to transfer to the other username account.
Then you add the other username account B as an Admin of the blog.

The blog’s owner can use account recovery http://en.support.wordpress.com/account-recovery/ but you can’t.

The issue is that this person is not well at all.
He was close to death at one point and we don’t know if he ever will recover.
It seems like it then will stay forever with incorrect information – and we will have to make a new one – just to confuse—
and the chance we will use wordpress and promote the use of wordpress will be affected.It cannot be like this – if an owner of a blog is unable to access it of reason like death – it must be possible to either transfer it or remove it.
And don’t say that it has to be done by the person himself…. -
In case of death they have a process – not sure about an incompetent or infirm user – if you have access to their email then you can recover the blog that way – else contact the folks below

Just a note to others – I think the recover forms works better if you log out – otherwise it seems to want to work with the account you are logged in as
So log all the way out of WordPress.COM before trying the recover form

I tried the recovery form once – and when logged in it was determined to recover the account I was logged in as – when I logged out I could at least fill in some of the boxes better – never went all the say through the process (was afraid of loosing things) –
maybe have the developers test the form and fine tune the instructions a bit a person sees when working with the form

I tried doing this being totally logged out, and still it refused to send it.
Seems like there is a bug somewhere – dependency on web-browser etc which I don’t have time to investigate. -
