Custom code templates and modules

Hello,
I work for a company that is currently looking to migrate from Weebly as its editor isn’t very well-supported anymore. We are currently assessing our options.
HubSpot supports creating custom-coded templates using full HTML, CSS, and JavaScript, but those templates and modules can also be made to work with their drag-and-drop system so websites and pages can be edited by people that don’t have coding experience or knowledge. Is creating custom themes and modules with HTML, CSS, and JS possible with WordPress too? Additionally, can those custom coded templates be used in the drag-and-drop workflow? If so, what price tier would include all the necessary features?
