  Hi there, do you mean the CSS Add-on rather than a plugin? Plugins are available only with the WordPress.com Creator or Entrepreneur plans.

  If you mean the CSS Add-on, here’s how you can access CSS in the Block Editor https://wordpress.com/support/editing-css/

  To doublecheck that the CSS Add-on is active on your above WordPress.com website, look under Upgrades>Purchases in your site’s dashboard.
