Custom CSS Media Query not working

I’m trying to finish my wordpress site (thestillnessmusic.com) but I can’t figure out why the background image responsiveness isn’t working. The support guys from Themify (company I purchased the theme from) said it’s working on their phones when they test it. I’ve had multiple people test it for me and no luck. I cleared all stored web data and still same issue so I don’t think it’s cache problem. Any ideas? It’s worth mentioning that in Chrome Developer Tools it looks fine, but on my phone it tries to render/display the mobile background image and displays it for a split second, and then the original background image appears again. On http://www.mobilephoneemulator.com/ it looks terrible as well. I’m working on the homepage at the moment but will need to apply a mobile bg image for each page. Here are some screenshots:
