Custom CSS not rendering over cellular network

Hi,
I am having quite a problem with my custom CSS not rendering at all when viewing my blog over certain cellular networks. It’s always fine on wifi, however.Please refer to this forum:

Many (most, probably all) cellular networks use proxy servers to lessen the bandwidth usage and to speed things up for their subscribers, and sometimes, due to a variety of reasons, those proxy servers don’t update as often as they should. This can be due to high usage and/or overloaded servers or perhaps issues with their servers themselves.
One thing I would suggest, if you have not yet tried it, would be to clear the cache in your mobile device browser and then try reloading the page and see if your CSS changes show up.
If it is always fine over wifi, then the issue is going to be with the cellular networks, or possibly with the cache on your mobile device. Proxy server and mobile device caching are nearly never an issue over wifi.

Thank you for responding. If you read over the details of the forum I linked, you will see that I have already tried clearing the cache and everything else in by browser several times, and it makes no difference.I have tested this thoroughly, and it has consistently loaded improperly over cellular data (for Virgin Mobile, anyhow) since I started the blog.
Is this issue isolated to MY blog, or does it affect ALL WordPress blogs with custom CSS?
Is there any sort of solution?

I just heard back from the staff member on the other forum again, and it seems that the cellular network provider will need to be contacted about this…
