custom css not working for anything themes

When I try to customize css for any of my themes, nothing happens, I’m not sure what’s wrong. I’ve cleared my cache, I’ve tried several browsers.
The blog I need help with is: (visible only to logged in users)

What CSS? https://wenxorg.wordpress.com/ is totally empty: no posts, no pages, no comments….

Did you mean to post about your other site, pizzanerdblog.wordpress.com?
It looks like you’ve put some CSS in the body of your home page, which won’t actually impact the look of your site.
To add your own CSS styles, you would need access to Custom CSS (part of a Premium Plan or Business Plan).
If you want to remove that call to action button, you can open My Site > Customize > Theme Options > Homepage Template.
The button is in the Hero Content, written in HTML – you can remove it from here.
You can also use inline styles for elements you’re placing directly into your post or page, without a plan on your site.

Because I think I’ve made a grave mistake, and mixed up wordpress.com and wordpress.org. My site on wordpress.org won’t change, but I think it is because I’ve signed in through my hosting using my wordpress.com account. I’m not sure how clear that was -

That site is not on our WordPress.COM servers. You are posting to the wrong support forum to get support for it.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. It does sounds like you may have mixed up the two sites :)
Perhaps this will help:
Unless you have connected a site to your WordPress.com account using the Jetpack plugin (you haven’t done that with this WordPress.com account) there is not connection between your WordPress.com sites and your self hosted site.
To sign in to your self hosted site, you can go directly to its log in link. Here’s an example:
If your site is mygroovysite.com
you sign in at mygroovysite.com/wp-admin
If you’re making changes here on WordPress.com, they will not translate over to your self hosted site – you can then use the alternate forum that @timethief mentioned for support on the self hosted side of things
