If I upgrade Custom CSS, then can I able to use JS code into the post and should I able to use google adsanse in my blog. Please let me know in details.

The answers to both questions are “no” and “no”. You cannot use javascript and you cannot have google adsense ads on a css customized wordpress.com blog or in fact on any blog hosted by wordpress.com. http://faq.wordpress.com/2005/12/08/adsense/
If that’s what you require then you would be better served to either self-host or hire a webhost to download a free blog template from http://wordpress.org

You can use Technorati tags on your posts if you prefer to do so. However, it’s important to note that Technorati spiders recognise our wordpress category tags anyway so placing Technorati tags on your posts is redundant and unecessary.
