    Yes.

The custom CSS feature will let you tweak the LOOK of the themes that wordpress.com makes available. Themes are more than just CSS; they involve PHP files whose function is to create the elements that the CSS will style. They also take care of other functions of the theme.

Because this is a shared environment, you cannot upload your own theme. And because it’s a shared environment, many users utilize the same them for their blog.

So, just because you can tweak a theme’s look, it doesn’t mean you can upload your own.

If you look at the support documents on the CSS upgrade, it clearly explains what the CSS upgrade is and what you can do and not do with it.

    http://en.support.wordpress.com/custom-css/
    http://en.support.wordpress.com/editing-css/

    From the first link:

Does the CSS upgrade let me edit HTML?
No. The CSS Upgrade is CSS only. You can change the appearance of a theme, but not its HTML markup, PHP code, or content.

You can choose to apply your custom stylesheet to any of the themes available on WordPress.com. The Sandbox theme offers flexible and semantic HTML that’s ideal for use with a custom CSS upgrade.

Does the CSS upgrade let me upload my own theme?
Not exactly. You can use the CSS upgrade with a “Skin” for the Sandbox theme, since these are normally CSS stylesheets.

    Oops, missed the last paragraph:

You can’t upload themes made of PHP or HTML files (which means most WordPress themes). This is for security and compatibility reasons. The only exceptions are for VIP bloggers.
