It depends on what’s in the custom design. If you want full customizability, including theme functions, you need a WordPress.ORG blog on paid hosting and a paid consultant.

The integration of a mailchimp HTML code for our newsletter subscription is not possible under the WordPress.com?

The direct integration of the code in WP.com is not possible, that’s correct. You can LINK to your Mailchimp page with a sign up form from your WP.com blog.

Thanks. As I said I already obtained information about the sharing. I’ve also already been to that “tool” for questions.
I do not believe the WordPress.com is quite flexible enough for business purposes.

Free is popular. Yet to be honest I cannot get someone on the phone or even a phone number. Anything seriously business, it needs the old fashion ability to talk on the phone before a purchase is made. I’d have to pay $100 then I get to email someone. As is, in my trial, the comment field on the WordPress (blog) page cuts people off so they only see half (up and down) what they are writing.
I have to provide my credit card information just to see about working out the issues I already have. Most have the free accounts.. Anything seriously business, you got to it would seem provide your credit card information simply to talk about the feasibility of it.
But they do have this volunteer board..

What do you actually want? If you want phone support, you can have it: either pay a web host that offers such a thing, or pay a consultant. I offer ten hours of phone support for $500, which is a considerable savings over paying an hour at a time.
If you have decided against WordPress.com, then go to WordPress.org, find a paid host, install the software, buy a theme, install that, and away you go.
If you want WordPress.com to be your host, then be as specific as possible in your questions. And do not expect live phone support for free on Sunday.

No where did I ask for a specific day for support, especially a Sunday. The comments were targeting that no phone discussions are offered at all until I provide credit card information. As is I was led to this post through some sort of automation for my questions to be answered. If it were the actual company responding, it would be suffice. I asked a simple question and thought to ask some more.
The only reason for my preference of WordPress.com over that of WordPress.org solutions and other hosts for this software is the hosting is designed just for it’s platform at the .com. The likelihood of crashes and the need for over priced consultants that make 5-6 and more times per hour compared to most other people, to me is not a good business decision. If content management, for social media virality strategy in awareness can be obtained with the stability offered here it would be good.
What am I trying to do? It’s a social economic awareness project for the very low income that uses social media to spread ideas and raise some funding for inclusive campaigning while supplying some jobs. Content management on a stable platform which is managed would be great, such as WordPress.com. This while avoiding the costs of consultant which corporate could afford but allot of regular folk can’t.
While I am not completely against utilizing WordPress.com just yet, I am concerned that in my decision to pay for or to not pay for it, I cannot talk to the company before providing them my credit card. It’s rather rare to find these arrangements in business.
I’m still searching for “content management”. Maybe I will pick WordPress, maybe I won’t.

What is the actual question you are asking here? Even if you buy bundles/upgrades, there is no live phone support here, period. There is a web chat available business hours M-F for people with a certain upgrade.
If you want live chat prior to paying for hosting, that eliminates WordPress.com. Simple.
