Do we need to buy the premium package to activate custom design?

Not unless your username account was registered after September 1st, 2014. In your case that means no (August 6, 2013 (1 year)). You can purchase the custom design upgrade for blogs registered under this username account individually.

I’ve already bought custom design which was worth 30$. It’s gonna expire in 4 months, but still it says to make the css go live, I have to buy the premium plan. When I’ve already bought the css for 30$, why do I need to buy the premium plan which is worth 99$ which already includes css, domain etc?

Gee I wish you had said that this is a custom design renewal issue and not a new purchase up front but not to worry. No. That’s an error and I tagged this thread for Staff assistance. Please subscribe to it so you are notified when they respond.

Hi there,
Upgrades can only be purchased or owned by users who are actively members of a site. It appears that the user spyguy202 purchased the Custom Design upgrade for romansofcp.com however that user is no longer a member of the site and so the upgrade is no longer active.
If their removal was accidental, you can re-add spyguy202 and the upgrade should start working again. Otherwise, we can see about removing the upgrade.

We can’t remove an upgrade without the request from the owner of the upgrade. Can you contact spyguy202 and ask them to chime in here?
Or they can transfer the upgrade to another one of their sites by following these steps:

I’m not able to contact spyguy202. I was able to talk to him a few days ago and he claimed that he has already removed the CSS from Romans site. He isn’t even on the site and when I asked him to re-add him to the site, he declined. I’m just stuck in between. I can’t buy a new CSS for site as it says there’s already a CSS on our site, which apparently doesn’t work. amightywp told me the CSS isn’t working since spyguy202 isn’t on the site. I can show you a site on which my friend had bought CSS and then he got removed by the owner of site, but the CSS is still there working, so as a result, my friend got robbed by the owner of the site. If that’s the case then I really don’t understand why the CSS on romans site isn’t working even though its present there. If the CSS gets removed after the owner of that upgrade gets removed from the site, then even the CSS on Elites site should be removed. -
If you can’t remove the upgrade without spyguy202’s permission, then at least activate it on romans site, until spyguy202 takes it upon himself to remove/transfer the upgrade?

I even wanted to let you know one more thing. The domain for our site has been purchased by some other guy, and even he’s not added to site. Still the domain is working and activated. Why is only the CSS not working but all the other upgrades are? I bet its a wp bug.
