  I have another account with WordPress and got the Custom Design option for 30$. I can’t get it with this account… Why?

  This account http://blogofapinkflamingo.wordpress.com/ was registered after September 1st, 2014. That means you have to purchase a Premium bundle of upgrades to get the custom design upgrade.
