  If I buy the $30 Custom Design option, will the code I create for my wp site(s) still function after the subscription lapses?

  No the custom design upgrade is an annually renewable upgrade. If you fail to renew the blog will revert to the appearance of the theme prior to your CSS editing. See here http://en.support.wordpress.com/custom-design/#frequently-asked-questions and scroll down to “What happens if I unsubscribe from my Custom Design upgrade?” I suggest you read that entire section prior to purchasing the upgrade.
