  How do I purchase the custom design upgrade?

  Be sure you are logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard. Then navigate to http://store.wordpress.com/premium-upgrades/custom-design/

  When I click on the upgrade for $30 it takes me here. Do I have to go premium to get this upgrade?
