the theme customization made it look like you could upload your own headers. I spent $30.00 to find out you cannot. This is all I wanted so I don’t want the THEME customization for NYIPA.org I DO want to keep the domain package. that is fine and works as advertised.

Howdy,
The ability to upload custom headers is dependent on your theme—some themes support it, while others don’t. The themes that support it can be found at http://theme.wordpress.com/themes/features/custom-header/
In either case, the Custom Design upgrade isn’t needed. I’ve refunded the transaction, which you should see on your card in the next couple of business days.
