Custom Design transfer and buy for old site without premium?

  Hi,

  I’ve been searching and haven’t found a complete answer. Two questions:
  1. Per research, it sounds like one can buy the Custom Design package without buying a premium plan if the site was created before 2014. It does show only the Custom Design at $30 when added to cart, but haven’t followed through on purchase because of next question below. Is this correct?
  2. Can the Custom Design package be purchased on one site and transferred to another so live site is not affected by development? i.e., purchase on insightinntest and transferred to insightinn when ready to go live.
