Custom Design upgrade

I recently purchased a blog hosted by WordPress as well as the Shelf theme design template. I plan on upgrading to Custom Design so that I can make changes to the blog appearance, but I noticed that you only get access to the CSS.
Is it possible to make changes to the existing template, get rid of existing text, create a unique background image, etc… (all the things you’d want to do to customize a blog) through just the CSS sheet?
I have another wordpress blog hosted externally, and with that one I can just go into my ftp, find the php files, and make changes to them. I should point out i’m no expert with CSS but I do know html pretty well.

Your theme is a premium theme and we Volunteers answering questions on this forum have no knowledge of how they are designed to operate. When you purchased your theme what came with that purchase was support directly from the theme designer. Go here > Appearance > Themes and click the link you find there to the Premium Themes Forum please. Documentation here > http://en.support.wordpress.com/themes/premium-themes/
Also note that when you purchased the custom design upgrade you purchased support from Staff. Volunteers cannot help you with your custom design alterations to a premium theme. http://en.support.wordpress.com/custom-design/
