  a) E-commerce options have been removed here at WordPress.com.

  The only way you would be able to receive secure payment is by adding a PayPal button or by linking to an off-site shop like on ArtFire or Etsy, etc.

  b) You can’t use/upload/install a third-party or custom theme on WordPress.com:
